There really is never a 13th week, its only that some day-of-the week will
always occur 53 times in a year.   Occasionally that 53rd day happens to
be your normal end-of-week, so it looks like you have 53 weeks but you
have 52.14 weeks every year (52.28 during leap year).  So, another choice
is to just kinda slide the first or last week of the year a bit.  Look at
a calender to see what causes the least ill effect.
