Venu, You have no choice but to recompile all the programs that reference any field that follows the expanded field in the record, otherwise the input buffer would not align correctly with the program's definition of it. It's only when a new field is added at the end of a record that it's safe not to recompile programs that only read the file opened under LVLCHK(*NO). Of course, people's interpretation of the word "safe" will vary. In short, I think your colleagues were right to overrule you in this case.
