This used to be true, but there is now a Retrieve Data Queue Message API (QMHRDQM) that allows you to get messages from the data queue without deleting them. I think this was introduced with V3 when the data queue APIs, which used to be described in the CL Programmer's Guide, gained their rightful place in the API reference manual proper.
