A Job Queueing Problem -- MIDRANGE-L

The number of jobs running in a subsystem is controlled by the JOBQE in the
SBSD.  The only was to control this is to do a CHGJOBQE  sbs(qbatch)
maxact(2).  You can do this is a CLP.  Set the value to what you want and
then return back to 1.  Basically, there is a timing issue.
