We use LVLCHK(*YES) and recompile all programs with PF changes.
We have over 20 developers on our AS/400s, so we use Turnover for
change management.  We have a group of DBAs that support the mainframe,
AS/400s and oracle.  All AS/400 PF changes are controlled by them.
Any changes to PFs should be planned and tested, therefore not needing
to be
done so rapidly that it cannot wait for the recompile of the programs
before
using it.

Using turnover allows you to create a job that will compile the PF, LF
and
all the programs in one job.  We place the turnover into a special JOBQ
that
is held all day long and then released at night after our backups and
before
we start all of our subsystems.  This helps to eliminate the problem
with
contention for the PF.
