I found the reference I was thinking of, and It looks like I was on the right track: SC09-1165-02 System 38 to AS/400 Migration Aid User's Guide and Reference Third Edition October 1989 Page 26-20 Security User profiles are migrated. You must use the Migration Aid to migrate user profiles before migrating any other objects. Only the Migration Aid adds the public and group authorities to the individual authorities for migrated profiles. ...etc. There's also a high level overview of the migration in: GC21-9624-1 Migrating from System/38 Planning Guide.
