Gary,

   We had the same problem. Unless you were at a certain PTF level for
your CA (V3R1M1) clients, you will have a problem.  They have changed
where the setup is between releases.  Try to map a drive to your client
access directory on the AS/400, and then do it manually.  You will need
to drive through the directoies until you get to
QCA400/win32/install/image/setup.exe .  This worked for us.
