You can prevent use of the SYSREQ menu by revoking the *PUBLIC rights to
QGMNSYSR *PNLGRP.
Or you can alter the commands called by editing the CPX2313 message in
QSYS/QCPFMSG.
If you dislike editing in QSYS: make a copy of QCPFMSG to a separate
library (include only the altered messages), and place this library at
the top of the system library list. CHGSYSVAL QSYSLIBL for the whole
system, or CHGSYSLIBL for only one job. You can also use OVRMSGF for
each job if you don't want to change the SYSLIBL.
