I have an answer from CA/400 expert Bob Dick on your question (if it
hasn't already been answered already). You stated:

 The CD you are referring to is the CA/400 Windows 95/NT CD.  Install it 
 just like you used to prior to V3R7AF when the licensing changed. 
 All components work the same, it's just when you use one of the following, 
 you need to have a CA/400 License: 

 1) PC5250 Display Emulation 
 2) PC5250 Print Emulation 
 3) NetSoft SNA Router 
 4) Data Transfer 
 5) cc:Mail (which comes on a separate CD) 

 All CA/400 API's, UNITY, GA/400, Network Drives and Print, TCP/IP and IPX 
 communications, etc. are part of the OS/400 licensing cost.
