Be sure you are on W95 Service Pack 1 (start,settings,ctl panel, system 4.00.950A or B). Install MSDLC32 protocol so it binds to your NIC. Make it your default protocol by checking the box (go ahead, its under some tab) reboot as directed (if using multiple AS/400's then apply MSDLC32 update or do it anyway.) NS/Router and CA/400 will probably work as well as they usually do.
