Check out the temporary storage that this user has during their interactive or batch jobs, this needs to be added into your formula for determining how much storage a user gets. I bet you will be surprised. Query tends to be another one where it requires a lot of space to run. It would be nice if there was a parameter that you could control the amount of permanent space a user used.
