Try to avoid multi member physical files, and multi format, multi member
logicals whenever possible.  Maintaining these require extra programming
effort.  It is possible to override, open and close files within RPG, but
try to avoid them.

I suggest putting a single logical by year over the file, and use SETLL and
READE by year.
