We have two on an AS/400 here in the office, and about 15 customers with
them.  No problems although I never had any controllers that specified 
DIALINIT(*IMMED).

You post, and another one I read in the last few days complaining of a
similar problem, prompted me to do a test, and I found that they DO dial
out when you vary on the controller when DIALINIT(*IMMED) is specified.

Now because of other problems with these modems (some incompatibility
problems, particularly with connection to 7857 modems or 7855 modems at
speeds above 9600bps, and intermittent problems when the modem would not
reset properly after a disconnection and would 'hang' until you did a
power off/on) I did have them all updated to the latest firmware level,
which I believe is flash level 3.15c.  So you may want to check the
firmware level on your modem, and get an update from IBM if necessary.
