I had a similar problem on V3R1.  WRKSYSACT is in an optional part of
Performance Tools on V3R1, might also be an optional part on V3R7.  On 3.1,
5763PT1 *BASE does not contain WRKSYSACT.  You have to load Option 1 of
5763PT1.  You might run DSPSFWRSC and see which parts are loaded.
