We routinely compress the observable portions of all programs when we put
them into production (PGMOPT(*OBS)).  This saves a significant amount of
space, while still allowing access to the debug info and the program
template on those infrequent occasions when it's needed.  We've never found
value in compressing the executable portion of non-OS/400 programs, since
if a program is used so infrequently that it stays compressed it's usually
time to consider removing it from the system, so that we don't waste time
maintaining unused programs when we put on new vendor releases. 
Compressing help panel groups and little-used menus works okay for us,
since the decompression hit is pretty small and infrequent.

I'm hoping you get some good responses on this topic.
