Assuming you're talking about a strictly text report spool
file (e.g. no funky printer control codes in it), one could
do the following

A) CPYSPLF to a database file
B) Download said file to PC/network as a flat text file
C) Attach .TXT file to Email using whatever function your    
     Email system uses.

Admittedly, it's not a slick integrated solution, but
certainly A & B could be automated in a CL/batch file
combination (or via remote commands, or VB APIs, or data
queues, or whatever turns your fancy)
