Wow, I had to crank up my V3R1 system to answer this.  Boy is this D10 slow.

If you ever got an update, you would have a member in QATTINFO in QUSRTOOL
named TAAUPDATE.  The date of the update tape is on about line 13.  If you
don't have the member, then you never got an update tape.

In theory, IBM is still distributing update tapes.  In theory, I'm on a diet.

In V3R1, the CRTTAATOOL *ALL command will always fail without an update tape.
