Run the disk tasks collection utility and report
GO DISKTASKS, option 1: collect disk space info
              option 2: print reports
The summary report shows lots of detail on where storage is being used.

You can also query file QUSRSYS/QAEZDISK after the collection job runs

Have you accounted for Spool files,LIC Sump space, DLO objects, etc?  Also
have you run RCLSTG and RCLSPLSTG commands recently?
Also, have you IPL'd recently?
