You really don't give enough information to help.  There are several
possibilities.  First of all, any authorized user can respond to QSYSOPR
messages by pressing sys req option 6.

It sounds to me that your programmer had a program that put the queue in
*BREAK mode, and now you're not getting *break mode.  If you want, call me.
