The only ignorant people who are a problem are those who don't know they 
are ignorant.  IRC is Internet Relay Chat.  It is essentially "chat 
rooms" like those provided by the national online services(CIS, Prodigy 
etc).

An IRC client is used to connect to an IRC server.  There are several IRC 
networks available.  Most servers belong to one of these networks which 
will allow any user who is connected to any server on a given IRC network 
to 'chat' with any user of any other server on the same IRC network.

I hope that clears up the issue for you alittle.
