Based on the great information and bright folks on the list, I've gathered
the following list for a V3R1 to V3R2 upgrade (have one to do in 2 weeks).
The credit for this goes to contributors to the list (Glen Kerner, others).
Appreciate any comments, suggestions, etc. 

1. Order the PTF and upgrade of licensed programs from IBM.

2. Clean up the system such as unsed user profile, device descriptions,
spool files, messages etc. Then, check storage before doing a RCLSTG (Don't
do it if have less than 5% free). Do the reclaim storage (RCLSTG) and IPL.
Do at least 1 FULL SYSTEM BACKUP. Some like using the save storage for
upgrades. Drawback is You must restore the WHOLE TAPE, Upside is it restores
2 to 3 times faster than a SAVSYS esp if you don't save accpaths.

3. Install the V3R1 PTF's and apply permenantly.

4. Before the upgrade, print the following reports:

   * Print all system values.
   * Print a copy of your Startup program.
   * Print a copy of library list.
   * Print a copy of all subsystems description.
   * Print a copy of all device descriptions.
   * Print a copy of all user profile.
   * Print a copy of modified commands.
   * Print the QBATCH classes and note the DFTWAIT parm 
   * Print a copy of all installed license programs (e.g. QUSRTOOL)

5. Follow the instruction from the Memo to User (It comes with the licensed
program tape) and the installation guide. Make sure a copy of the Backup and
Recovery Guide handy. You need to check the system error from the machine panel.

6. When installing, basically, insert the licensed program tape to the tape
drive.

7. Power down the machine. If you use the automatic installation, It will
run the installation for you automatically after system has been restarted. 

8. After finished, check the system messages/job log and make sure the
installation is successful.

9. If successful, apply accompanying PTF's. Insert the PTF tape, follow the
instructions from the PTF cover letter. You may need to IPL two times.

10. After finished, check system messages/job log and make sure PTF's
applied succesfully. 

11. If it is successful, verify devices and system configuration. Make sure
all subsystems start properly. You may need to vary on and off the
controllers such as SNA server etc. Update the RUMBA and Client Access from
the PCs. Check the QBATCH classes, you may have to change DFTWAIT(1) back to
DFTWAIT(120) after an upgrade.

12. Modify the new startup program. Reset system value such as SYSVAL, daily
clean up/backup etc.

13. Done.
