I'm not sure on price but you could:

at the remote site install
  an ethernet LAN
  a router 
  a DSU/CSU for 56KB line

at the AS400 install
  an ethernet LAN with the AS400 as a node
  a router 
  a DSU/CSU for 56KB line

This WAN will allow you to get from the remote site to the AS400 and to the
LAN at the host site (which you may or may not have).
