Update on 7852-400 compatibility with 7857's

With the latest flash level update (3.15c - contact IBM for a copy) the
7852-400 is now supposed to be compatible with 7857's up to the 7857's
maximum speed of 19.2Kbps.  (I think that was actually fixed at flash
level 3.14c, and the 7852-400's were originally shipped with 3.13c).
At level 3.15c it's also supposed to fix some compatibility problems
with other modems when the connection speed is greater than 9,600bps.

If you have 7852-013's and are having problems with them, you may want
to try asking IBM nicely if they will replace them with 7852-400's.
