Try MFRTYPMDL(*HP5) of *HP4 not working.

The command is:
crtoutq outq(qgpl/laserhp) rmtsys(*intnetadr)
        rmtprtq(*none) autostrwtr(1)
        cnntype(*ip) desttype(*other) mfrtypmdl(*hp5)
        intnetadr('192.168.30.123')
        text('private ip, use your own')


You don't even need to create entry in your host table.
You only need to start your outq the first time.
After you IPL, it should be started automatically.
