Something like this. 

If customer # is a 5 digit field and order # is a 4 digit field: 

SELECT CUST#,ORDER# FROM ORDHDR WHERE CUST#*10**5+ORDER# NOT IN (SELECT
CUST#*10**5+ORDER# FROM ORDDTL)
