Assuming users are already off, and you just want to make sure they don't get back on before you want them to, you could try a HLDJOBQ QINTER and HLDJOBQ QS36MRT (if you have the S36EE active), and RLSJOBQ when you want to let them back on. You may also need to do same for job queues QCTL and QPGMR (in case devices are allocated to QPGMR - QCTL shouldn't be necessary as if users are off at the start they couldn't do TFRJOB QCTL anyway).
