Definitely sounds like you should be looking for new software.  Sounds 
like these clowns are treating the 400 like a big S/36.  Interactive 
sorts !   How barbaric.  
I wonder what the status of this software is as far as being Year 2000
compliant ?  You'll probably need to replace it anyway - better now than
later.
Anyway - as to what you can do with the garbage you have inherited,     
assuming their interactive sorts are basically jobs that sort a file &
print a report, you should easily be able to change them to submit to a
JOBQ, or even EVOKE them, to free up your terminal and improve interactive
response time (you may want to try setting system value QTSEPOOL to *BASE
if it isn't set that way already)
Yes the new RISC boxes with V3R7 come with the QSECURITY system value
set to 40, and yes you CAN set it to 20 if you want, but again, you would
probably be better off taking the money you have budgeted for a hardware
upgrade and investing it in new application software.  A decently written
package, that doesn't require the S/36EE, will probably improve your 
performance on your present hardware anyway.
As for OV/400 - not really much new.  There is an optional extra that
will handle mail forwarding for you (forget the name at tt the moment), 
but apart from that, and OV/400 Current for helping remote user's who dial
into the system for mail etc., there's nothing happening with OV/400.
IBM's strategy is to provide a migration path to Lotus Notes.
