The TAATOOLs provide a command CVTALLOUTQ which copies the contents of an
Outq to a Database file. 
Using this file should make the job easier if you wish to write the prgroam
yourself.

Also the TAATOOLs also has the command DLTOLDSPLF this will delete
spoolfiles in an outq which are older than a specified number of days.
