I'm not for or against H1B...being a beneficiary of this...:-)
Now, coming to the grants...the money is collected from employers who
employ H1B & then this is disbursed to encourage IT education/Job training in US.

I DO NOT see any mention of IT training in these grants - because there is NONE.
