On the system where it fails, perhaps try DSPJOBTBL [command from
memory; may need to search all *CMD with '*TBL*'] to see if it lists the
tables and/or counts. Also, the request to dump the job tables [as I
recall they are in the machine context] and then count the occurrences
of 'NAME-' which are for a QWCBT##:
DMPSYSOBJ QWCBT* QSYS xx yy /* IIRC xx=19 */
