I was able to modify a program (signing into SST as QSECOFR) while active
under my developer profile which is User Class *SECOFR
Special authority *ALLOBJ *SECADM *SERVICE

I'm not 100% sure, but I think that it is not enough to belong to QSECOFR
class.
You must actually sign on as the QSECOFR. You might check and enlighten us.
