In V5R1 it's a system value QLIBLCKLVL, I don't see it on a job description
or job level. I know you could set it and then rename or delete a library,
but that library IS in the library list so I don't know what would happen
when SCPF tried to access a library that wasn't there.

  How do you do this?  Is this at the job or system level (or either)?  A
reason to do this is if you ever wanted to delete or rename a library in a
*LIBL a lock would prevent this.
