As Leif said x'04C1' is the type and subtype of QTEMP but that doesn't
really answer the question.  QTEMP is not a *LIB.  It is an *INTLIB.  A
*LIB is type 04 subtype 01, an *INTLIB is type 04 subtype C1.

The type tells you the object type.  In this case 04 = Library.  The
subtype tells you the classification.  In this case C1 is an internal
type.  01 is an external type.

That API converts external object types only.  *INTLIB is an internal
type.  There are dozens more internal object types.
