It appears to be the RPG/C job.

If you do TRCJOB for a pgm that reads a streamfile, it appears that procedure
lookupIt__Qp0dDiropLookupFv in srvpgm QP0FEPFS issues an SVC to call SLIC
module #P0DLOOK, which does the lookup.  Since it's done in SLIC, I don't
know whether any MI cursor is involved, or whether it reads the DSI directly.

It appears that this lookup occurs only once and the info is put in a
system-wide cache, because if you call the pgm a 2nd time, even in another
job, you don't see the call to lookupIt.

But anyway, it appears to be done in the RPG/C job.
