Are there any ibm official email addresses or discussion groups to which a technical question can be posted?

The ideal setup would be one similar to this list:

a question is posted to the list and is received by all list members
an official ibm list manager/monitor routes the question to the person within ibm who can answer the question
the answer to the question is posted to the list and is received by all list members
list members can answer and/or comment on the question/issue just like on an email list like this one.
