All of the procedure APIs found in the System API Reference should be
found implicity when compiling a program.  Basically the system provides
a binding directory (QUSAPIBD) which lists the various *srvpgms
representing system APIs, and this *bnddir is implicitly used by the
various compilers.  APIs associated with C runtime are where you
generally have to specify the *bnddir to use.
