In spite of the low-key and not very urgent-sounding description
of the APAR and the resulting PTF, this is a very serious password
security hole (yet another one). You should really get and apply the
PTF because your system is wide open without it. Passwords
are  (were !) stored in clear and could easily be dumped or 
read. So if you care about security apply this PTF.
