Security level 50 does not restrict the use these objects.  The QALWUSRDMN
system value is used to restrict the user domain versions of these objects
to specific libraries. It does this at all security levels. QALWUSRDMN will
always allow you to create these objects in QTEMP.

for more information about QALWUSRDMN, the security level, and how they are
used to set the default domain of these objects.
