I think what's happening is that in

  eval   DataArea = setsppfp( DataAreaSYP )

RPG is passing a SPP that points to DataAreaSYP, not the SYP itself.  Then
DataArea is being set from that SPP.  The reason I think so is that in the C
header file (QSYSINC/MIH), setsppfp is defined as:

  _SPCPTR setsppfp ( _ANYPTR )

whereas _RSLVSP2 is defined as:

  void _RSLVSP2 ( _SYSPTR *, _RSLV_Template_T *)

In other words, setsppfp wants the SYP itself, but _RSLVSP2 wants a SPP to the
SYP (which is evidently what RPG is passing, because it works).

I don't know enough about ILE RPG to know whether there's a way to get it to
pass a naked pointer.  Maybe if you ask the question on
comp.sys.ibm.as400.misc, Barbara Morris will tell us (unless someone here
knows).
