This is pretty much what Leif said. But I'm positive you guys could come up 
with a work around if you wanted to. I can't think of a reason why I should 
not be able to look at another user QTEMP library if I had authority. What 
this means essentially is that I can look at their sensitive LIVE production 
files,   but not at their work files that are created in qtemp while a job is 
running. Where's the logic here?
