We have that same issue.
Keeping track of Bookings/Commissions in XA
has always been (last 15 years) less then desirable results.
And we too are currently at 9.1 .

I'm on XA Rel 9.1



We are always having problems with reporting Salesman data, 25 plus years. I just found out that it does matter were the order is "bill to:

or "shipped to".



What matters is where the order was booked.



Preferred by state but they could scare me and say zip code.



Any ideas.
