I asked almost the exact same questions of Infor almost 3 years ago and
still have the answer written down. It was:

Yes, there is a grace period of 30 days. No, you would not be able to
legally run it on both boxes past 30 days without purchasing an
additional license. They can switch your license to the backup box if
you will not use the primary (except as a new backup box). Infor stated
"you will need to do an incident to transfer the software licenses
keys." But you must record the incident. It is when the clock starts
ticking.

We also asked if it could be installed on the backup box if we certified
that the backup box was disconnected from the network and normally kept
in a powered down state. We were told technically it was still a
violation of the contract as it would be installed on two separate
working machines. Our account rep at the time stressed the words
"installed" and "working".

That all being said, it was just after Infor took over and things could
have changed. I would say make the call and see if anything has
changed.
