If libraries are shared between Mapics environments and it is safe to add them for non mapics jobs you can add those libraries to the System library list.

I do not know of a way. We are still in the 25's.... you can do some other tricks, like having a job adding the required libraries to the bottom of the *LIBL after you log in the MAPICS environment you want, but until the MAPICS QGPL/MMLIST layout is expanded....
