You missed one step in the end: mass component replace: change wherever the
old rev was used to the new.
PS: Mass component replace is situated in Item revision maintenance in R6;
and in the where used list in R7

When we roll a Rev in production we change Implementation Status to
Obsolete, everything a 'NO' and we also populate the From and To dates
in the item revision record. For whatever reason, when we go to build
an Item that uses this component, it wants to use the characteristics of
the DownRev Item, not the characteristics of the latest Rev...
