Here is a quick, half baked idea. Create an MO with the finished item received and component item issued are the same. The trick is the finished item is in whse 1 and the component item is in whse 2. Then when you ship from 2 you perform and IP (issue) the component out of whse 1. When the truck gets to whse 2 enter the RM (receipt) into whse 1. The inventory usages should be OK, sales OK and at a quick glance I don't see a cost impact. The back order quantity is the unfulfilled quantity on the MO. The MO also has a due date if that helps. (It seems like a lot of work, but the best I could come up with was to transfer what we can transfer, then have someone go back into the order and delete the line items that shipped, and change the quantity for partial shipments, leaving the order open until it was satisfied.)
