Re-sequencing Routing Operations Sequence #'s

Good Afternoon List,
 
We're using Mapics Rel 6, we have modules:  AP, AR, GL, CRP, COM, IM,
MRP, PR, PDM, PCC, PUR and Browser.
 
We need to be able to re-sequence routing sequence numbers.  
 
For example:
 
part XYZ is a component of finished item ABC.  Part XYZ needs to fixed
first and the workcenters needed in order are:
    1.  501
    2. 503
    3. 555
    4. 203
    5. Inspect
 
The next time part XYZ needs to be fixed, the workcenters needed in
order are:
 
    1. 203
    2. 555
    3. 574
    4. 502
    5. 604
    6. Inspect
 
We need to be able to either create the routing operations on the fly
when creating a new MO, OR re-sequence the routing steps to be in the
order they need to be, using the work centers the component will go
through.
 
Is anyone doing this?  If so, is there an additional module from Mapics
we can get or should we right our own entry screen?  We're open to any
ideas right now
