The dspfile command works. As the library list is not added, it may be 
giving you the error message. ..
Log into Mapics then try the command once again dspfile poitem

once the file opensup press tab to move the cursor from control to scan 
column
give the search criteria and press function key F7, note down the RRN 
which is 
displayed on top right corner and then use DBU command to update

Jim, I tried your command, "dspfile poitem" and the
Command Line came up with the Error Message, 
"Procedure or command not found."
