Split commissions

Group
We want to limit the commission percent that a sales rep. can receive for a
order.
For instance, if a item has a 10% percent commission but 50% of the price is
in testing. And we don't
want to pay the commission on the testing amount. Would we use the
Participation percent and the
Commission percent fields in the Order Commission Splits (050) panel  in COM
to limit the commission that the rep. would receive to 5%? Does anyone have
a slick way of doing this?
