I don't know about the parms, but it is the activation group that's causing the file to hang open. They must be using it for performance reasons, saving the startup overhead. An alternative to signing off would be to run the CL command RCLACTGRP ACTGRP(GPS1). This will shut it down and release the files, at the cost of a full initialization the next time you start it up again.
