Sorry about that, meant to come back and make suggestions but time got away
from me with the holiday.  Yes, Ann, Michael, and Ted have given you
excellent suggestions.  The adopted authority for programs and authorization
lists for files are exactly what we did at the MAPICS shop where I worked
for 11 years.
